SCOPE OF WORK

Working closely with the joint project team of PADF and ECADE, the consultant will design and conduct a performance evaluation of the Tides of Change project, a 4-year initiative to build the capacity of and provide small grants to LGBTI organizations across 7 Eastern Caribbean countries.

Key tasks:

  • Review Tides of Change documents and reports to fully understand project logic model, capacity building activities delivered, small grant projects implemented, outputs, and outcomes achieved;
  • Conduct a limited scope (rapid) assessment (desk review) of the political, economic, social, technological, environmental and legal context between the period of project design and the implementation period to establish a more fulsome appreciation of the context that the “Tides of Change” is/was responsive to and was/is being implemented within;
  • Develop evaluation methodology and data collection tools to assess progress against documented project goals;
  • Conduct both virtual and in-person interviews in the field with project partners and staff;
  • Analyze data collected and assess achievement of key performance indicators and targets related to capacity building and grant-making;
  • With the appropriate context, identify strengths, challenges and lessons learned in supporting regional LGBTI groups through organizational development and small grants;
  • Provide actionable recommendations to improve project design, activities, and outcomes for future programming and sustainability within the implementing countries.

QUALIFICATIONS

  • Graduate degree in monitoring & evaluation, social sciences or related field
  • 7+ years experience designing and leading performance evaluations, preferably for rights-based programs implemented by non-State actors
  • Extensive experience applying quantitative and qualitative evaluation approaches, especially those that encompass interviewing key stakeholders and measuring performance for subgrants
  • Knowledge of LGBTI issues and movements regionally/globally
  • Previous project experience in the Eastern Caribbean or similar small island developing States
  • Track record of delivering results consistent with the highest professional and ethical standards
  • Excellent writing and presentation skills in English
